Is it possible to fly a drone during a forest fire?

NO, it's not possible!
Under Section 601.15 of the CARs, the Canadian Aviation Regulations, the airspace surrounding forest fires is restricted to specialized air services responding to forest fires.

All drone pilots must know and master the location of controlled and regulated airspace.
We recommend that you be on the lookout for smoke plumes and active forest fires within a radius of 5 nautical miles. You can check this on the website of the fire management agency for the region of your choice: https://www.ciffc.ca/index.php?option=com_content&task=view&id=59&lItemid=129
In closing, we remind you that anyone violating controlled or restricted airspace, or endangering the safety of manned aircraft, may be liable to fines and/or imprisonment.
